The meeting was held in the backdrop of eviction reportedly carried out by the Capital Complex CEO cum ADM upon the structure of one Nani Yaja at E-Sector, Naharlagun on May 30.

Shortest route to Lummer Dai road

Tokong Pertin

It was during National Press Day celebration on 16th November, 2011 a history was created by Nabam Tuki, Chief Minister of Arunachal Pradesh who attended the National Press Day celebration of that year as Chief Guest at Banquet Hall, Itanagar, by conceding after few minutes of prayer made to him by Arunachal Pradesh Literary Society (APLS) for naming a road at Naharlagun after Luminous Lummer Dai.

The prayer petition submitted by the General Secretary, APLS (the author of this write-up) contains following points and justification:

“Late Lummer Dai was the first recognized author and litterateur from Arunachal Pradesh, Late Dai is a literary icon who has left behind an important legacy in the field of literature and journalism in the state.  His contribution in the field of literature and journalism is immense but unfortunately, proportionate recognition is yet to be accorded to him by both the people of the state and the government.

Late Dai, born on 1st June 1940 at Siluk village in Mebo Sub-Division of East Siang District, has many milestones to his credit. He breathed his last on 5th April ’2002 after attaining superannuation as the Director of Information & Public Relations and Printing, Govt. of Arunachal Pradesh in 1998. Since his student days, he used to write in magazines and newspapers in Assam highlighting folk culture and stories of people of our State. Prominent among his published works are ‘Udayachalar Sadhu’ published by Asom Sahitya Sabha in 1959, ‘Paharar Shile Shile’ (1960), ‘Prithivir Hanhi’ (1962-63), which was published by Assam Publication Board.

These were followed by ‘Mon Aru Mon’ in 1965 and ‘Koinar Mulya’ in 1975-76 and ‘Upar Mahal’, his last novel, in 2003. Apart from these, he wrote a collection of short stories called ‘Eti Tapat Smriti’, numerous articles, and some poems at different periods of his literary life.

In recognition of his outstanding contribution especially in Assamese literary field, he was honoured by various literary organizations of Assam and Sahitya Academy. His role as a literary icon and bridge between people of Arunachal Pradesh and Assam is matchless. During his lifetime, he relentlessly worked for promotion of mutual understanding and harmony of both the people of Assam and Arunachal Pradesh, the results of which can be noticed in the reverence held by people of Assam for him by instituting biennial Literary Award and opening an institution called “Lummer Dai Regional Institute of Distance Education and Research Centre” which was launched on Late Dai’s birthday, i.e. on 1st June’2011 in Bihpuria, Asom. Considering above and his enormous contribution in literary arena and journalism, which has reared and cemented lifelong brotherly feelings between the people of Assam and Arunachal Pradesh, we appeal to you to kindly consider naming ‘the road running through Premnagar area in Naharlagun, starting from Arunachal State Hospital, Naharlagun to Daily Market, where he (Late Dai) resided after retirement from Govt. service, that finally joins National Highway-52A’ in his name as a mark of respect and recognition to him. We believe this will go a long way in inspiring people of the state and the upcoming litterateurs in particular to pursue the noble cause of which late Dai pursued selflessly in his entire life.”

Submission of appraisal for naming a road after noted writer Late Lummer Dai was not planned, but it was a spontaneous decision. The printed Agenda for National Press Day celebration was finalized beforehand and circulated. In this context, the APLS must owe gratitude to the Arunachal Press Club (APC) and Arunachal Pradesh Union of Working Journalist (APUWJ) for their spontaneous response to APLS for the noble cause to bestow honour to Late Lummer Dai, the pioneer of their field - journalism in Arunachal Pradesh. On personal request made to Tongam Rina, the then President, APUWJ and Taba Ajum, the then President, APC to include the matter in their agenda, both Rina and Ajum readily agreed to give me a time to submit the request letter to Chief Minister and accordingly the already finalized and circulated agenda was edited on the spot and a new item was added in hand writing for the day. The respect and humble gesture shown to Late Lummer Dai by the APUWJ and APC is praise-worthy and beyond any comparison.

After few minutes of submission of the proposal by the General Secretary, APLS to the Chief Minister Nabam Tuki, he approved naming of the road running through Premnagar area in Naharlagun, starting from Arunachal State Hospital, Naharlagun to Daily Market, where he (Late Dai) resided after retirement from Govt. service, that finally joins National Highway-52A as “Lummer Dai Road” after noted writer Late Lummer Dai which was reciprocated by a thunderous applause by the audience present. Thereby, Nabam Tuki created a history in approving the naming of the road after Late Lummer Dai within the shortest time.

The APLS is making its all out sincere efforts to keep shining the literary bridge built by Late Dai in between Assam and Arunachal. In this direction due to coordinated efforts of APLS and Asom Sahitya Sabha (ASS), the ASS has instituted a biennial Literary Award and a Regional Institute of Distance Educational & Research Centre at Bihpuria, Assam in the name of Late Lummer Dai.

In addition to above, APLS and ASS are actively involved in socio-cultural-literary activities aiming to rekindle and preserve the old age brotherhood relation between the two neighbouring states. To mention a few, during Late Dr. Bhupen Hazarika’s death, sending of 20 Member APLS Delegation to participate in the last rites of Late Hazarika’s at Jhalukbari, Guwahati, which was later declared as the State Representative to attend the last rites of Late Dr. Bhupen Hazarika and instrumental in bringing the urns containing the last remains of Late Dr. Hazarika to the State. Chief Minister Nabam Tuki personally visited Late Hazarika’s ancestral Nizarapara residence and conveyed condolence to Dr. Hazarika’s family on behalf of the people of Arunachal Pradesh and collected the urns containing the last remains of the musical maestro, Late Dr. Hazarika and flew to Itanagar with the urns for immersing the same with full state honour in all the major rivers of Arunachal Pradesh as Late Dr. Hazarika was deeply connected to the mountains, hills, rivers and more importantly, the people of Arunachal Pradesh. The APLS also initiated for declaring State mourning on his death, which was readily given by Nabam Tuki led State Govt. It is also noteworthy to mention that installation of a life-size statue of Late Dr. Bhupen Hazarika in an appropriate location at Itanagar has also been approved, and which installation is under process. These actions of Nabam Tuki led State Govt. shows the sincere endeavour and determination to keep alive the old-age Assam-Arunachal brotherly relations to a great height, which APLS and ASS are active partners.

Also, during the recent unfortunate Behali incident in the last week of January’ 2014, the APLS & ASS members of border areas of Behali were on constant touch. A goodwill team comprising of various ethnic community of Assam led by the Vice-President of ASS, Dr. Parmananda Rajbongshi visited Itanagar and called on the Chief Minister on February 11, 2014 along with the members of APLS in regard to the unfortunate Behali incident and discussed several issues to normalize the burning issue and also agreed upon some action points to stop occurrence of such incident in near future. A goodwill team of APLS led by its President Y D Thongchi and General Secretary Tokong Pertin also visited Gunahuti, Lakhimpur, Dholpur, Ledo, Bihpuria etc. on different occasions.

The Lummer Dai road, Naharlagun, was formally dedicated to the people by Bosiram Siram, the then Minister (Education), Arunachal Pradesh on 1st June, 2012 (birthday of Late Lummer Dai) amidst huge contingent; amongst others were top level officials from Assam Sahitya Sabha led by its President Rangbong Terong Padmashree and Arunachal Pradesh Literary Society led by Y D Thongchi and many literary lovers of the State.

However, to fit the sobriquet of “Land of Khusi-Khusi”, the State PWD has put-up Lummer Dai road indicators one at tri-junction of Arunachal State Hospital, Naharlagun and another road-indicator at tri-junction of Rajiv Gandhi Stadium near Naharlagun Post Office instead of the tri-junction (Traffic Police Post) at Daily Bazaar, Nahalagun, which perhaps require re-planting of the road indicator at the proper and right location by the State PWD, so that it shows the right direction to the passer-by/ public as Late Dai did during his life-time. (The author is the General Secretary of Arunachal Pradesh Literary Society and is presently holding the post of Director Trade and Commerce, Government of Arunachal Pradesh.
